My guess (following the exact same logic the WAC takes advantage of) is that the WPZS as A non-public entity can enact any plan they want no matter restrictions put on the actual land house owners (Metropolis of Seattle).Their retail outlet can also be a well-liked party venue for writer readings and native publishing organizations.
